Safety Zone and Humanitarian Relief
Introduction
In November of 1937, just before the Japanese army captured Nanjing, western humanists in the city set a safety zone to protect civilians from the war. The place contained 25 refugee camps which were managed by the International Committee for the Nanjing Safety Zone. During the time of the Nanjing Massacre, the International Committee for the Nanjing Safety Zone and International Committee of the Red Cross in Nanjing saved more than 200,000 Chinese refugees.

Located in the northwest of Nanjing, the Safety Zone covered an area of 3.86 square kilometers. It was bounded on all sides by roads, Hanzhong Road to the south, Zhongshan Road to the east, Shanxi Road and areas to the north, and Xikang Road to the west. There were 25 refugee camps to shelter up to 250,000 refugees at the peak. The International Committee of the Nanjing Safety Zone headquarters was located at No 5, Ninghai Road.
